Objectives
The specific objective of the Operating Grant Priority Announcement (Specific Research Areas) is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas.
The objective of a Bridge Grant is to provide short-term, partial funding for highly ranked, non-funded applicants in the Open Operating Grant Program to start and/or maintain project/research momentum and to advance research in some way.
Aboriginal Ways of Knowing and Two-Eyed Seeing (Bridge Funding) (AWT)
Summary
- The CIHR Institute of Aboriginal Peoples’ Health (IAPH) will provide funding for applications that are relevant to Aboriginal Knowledge and Ways of Knowing and the “Two-eyed Seeing” Model of Aboriginal Health as they relate to health, wellness and/or resilience.
Aboriginal Knowledge and Ways of Knowing
- IAPH broadly views Aboriginal Knowledge and Ways of Knowing as complex and contextual. It includes knowledge of and experience with healing practices both ceremonial and physical, such as herbal treatments. Some practices are known externally, while others are closely held within a small circle of knowledge holders.
- Aboriginal Knowledge and Ways of Knowing include the concepts of health, wholeness and resilience, and approaches to wellness and healing. For example, the attainment and maintenance of wellness, including mental, emotional and spiritual health, is often based on Aboriginal teachings and ceremony, which provide a basis for positive self-image and healthy identity. Aboriginal herbal treatments, including the ceremony of their application, are valued in dealing with many chronic conditions including diabetes and arthritis. Indigenous knowledge of the land and its ecology helps sustain health for many First Nations, Inuit and Métis peoples.
“Two-eyed Seeing” Model of Aboriginal Health
- IAPH will provide funding for applications that are relevant to the application of the concept of “two-eyed seeing”, as put forward by Mi’kmaq Elder Albert Marshall. The Institute is interested in funding projects using the two-eyed seeing approach in any area relevant to its mandate.
- Two-eyed seeing recognizes the benefits of seeing from one eye with the strengths of Indigenous ways of knowing, and to see from the other eye with the strengths of Western ways of knowing, and finally to use both of these eyes together. Projects that have a two-eyed seeing approach will be considered eligible under this Priority Announcement.

- Successful applicants may be required to budget funds to attend and actively participate in IAPH activities, such as a yearly research meeting to advance Aboriginal health research.

- The CIHR Breast Cancer Initiative (BCI) will provide funding for applications that are determined to be relevant to the research priorities below:
- Mechanisms of breast cancer development
- Molecular detection and prediction of breast cancer
- Personalized medicine and breast cancer
- Breast cancer progression and dissemination
- Psychosocial, survivorship and health services aspects of breast cancer care

HIV/AIDS (HOP/HHP/HBF)
Summary
- The CIHR HIV/AIDS Research Initiative in partnership with the CIHR Institute of Infection and Immunity (CIHR-III) will provide funding for applications that have a primary research focus on HIV/AIDS. The CIHR HIV/AIDS Research Initiative is managed by the Institute of Infection and Immunity and is responsible for implementing the research components of the Federal Initiative to Address HIV/AIDS in Canada and the Canadian HIV Vaccine Initiative (CHVI).
- Research that focuses on key populations identified by the Federal Initiative to Address HIV/AIDS in Canada is highly encouraged. Key populations include: Aboriginal Peoples; gay, bisexual, two-spirit and other men who have sex with men; women; youth at-risk; people who use drugs; people in prison; people living with HIV/AIDS; and people from countries where HIV is endemic. Funds Available
- The total amount available for this Priority Announcement is $3,200,000.
- Of the total funds available, $2,700,000 will support three-year grants. The maximum amount awarded for a single grant is $150,000 per annum for up to three (3) years:
- $1,800,000 is available to fund applications relevant to Biomedical/Clinical Research;
- $900,000 is available to fund applications relevant to Health Services/Population Health Research.
- In addition, $500,000 is currently available to support bridge grants relevant to Biomedical/Clinical Research. $100,000 of which is provided by CIHR-III and $400,000 provided by the CIHR HIV/AIDS Research Initiative. The maximum amount awarded for a single bridge grant is $100,000 per annum for up to one(1) year.
Specific Requirements
- Applicants may only apply to one (1) of the two (2) Research Areas in this Priority Announcement. When applying, applicants must select this Priority Announcement and identify which of the two Research Areas is more relevant to their proposal in the drop-down menu in ResearchNet.
- This Priority Announcement will require the completion of a Relevance Form.
- In order to be deemed relevant to this Priority Announcement, projects must include HIV/AIDS issues as essential elements of the research objectives, hypothesis and analyses and this must be well described in the relevance form and project summary. With respect to diseases or conditions common in people living with HIV/AIDS, the focus of the project must be on the disease/condition within the context of HIV/AIDS. Similarly, in projects investigating determinants of health or health systems that influence a wide range of health issues, HIV/AIDS must be the focus of the investigation.
- All applications determined to be relevant to the Biomedical/Clinical Research Area will be eligible for Bridge Funding.

INMD Start-up Funds (Bridge funding for Clinicians and New Investigators) (INM)
Summary
- The CIHR Institute of Nutrition, Metabolism and Diabetes (INMD) will provide bridge funding to Clinicians and New Investigators working in the mandate of CIHR-INMD.
- Clinician Scientists: At the time of application, a candidate must hold a professional degree and have completed at least two (2) years of post-graduate clinical training.
- New Investigators: Investigators with less than six (6) years of experience as independent investigators since their first academic appointment.

Transfusion Science (OTS)
Summary
- The CIHR Institute of Circulatory and Respiratory Health (ICRH) in partnership with Canadian Blood Services (CBS) will provide funding for applications that are relevant to the following research priority areas described below:
- Blood Supply Risk: Examples of relevant areas include research on blood donor deferral strategies and the risk of transmission of blood borne diseases; policy development and social aspects of blood system safety and risk tolerance; and emerging pathogens in specific populations including sexually active gay men.
- Blood Utilization and Conservation: Blood products and their derivatives include cellular blood components (red blood cells and platelets), plasma products, therapeutic proteins fractioned from plasma, and replacement products for any of these including both recombinant proteins and synthetic materials. Conservation refers to strategies to reduce the use of donor-derived blood products.
- Transfusion Related Acute Lung Injury (TRALI): Research projects may focus on any relevant research question within biomedical, clinical, or health policy research. Examples of relevant questions include defining the scope of TRALI, mechanisms of induction of TRALI in both animal models and patient populations, identification of pathogenic antibodies, identification of best testing methods, studies to inform donor deferral policy making, identification of factors (including genetic factors) that increase a recipient’s susceptibility to TRALI, and epidemiology studies to establish the incidence of TRALI. Animal models must recapitulate known clinical aspects of human TRALI disease to be considered relevant.

- The total amount available for this Priority Announcement is $1,350,000. This amount may increase if additional funding partners or internal collaborators decide to participate.
- The maximum amount awarded for a single grant will be as recommended by peer review, including CIHR administrative cuts, for up to three (3) years.
- Funding will be provided by the Canadian Blood Services.
Specific Requirements

Review Process and Evaluation
Relevance Review Process
CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described in each particular Priority Announcement description.
Applications that are not deemed to be relevant will be withdrawn from the Priority Announcement competition, but will continue to be considered for funding through the Operating Grant: Transitional Operating Grant: 2014-2015 funding opportunity.
Peer Review
Peer review committees will not be informed of applications submitted for funding through this announcement.

Funding Decision
Upon completion of peer review, CIHR will generate a ranking list, ratings and recommendations. The list will be used for funding decision-making purposes.
Within each Priority Announcement competition, applications will be funded from the top down in order of ranking as far as budgets will allow.
Applications that receive a rating below 3.5 will not be funded.
